鐘南山認為，CDC（疾病預防控制中心）不應該僅僅是一個單純的信息收集的技術機構，應該被賦予更大的權力。

鐘南山團隊曾經預測，“如果封城行動再往前5天，到現在為止，全國的病例數或許只有2萬左右；但是推后5天，全國到3月份后的發病峰值應該是17萬?！?br />

他認為，早期的科學防控舉措是極為重要的。這些工作應該是CDC來做、來進行研判、預測。必要的緊急情況下，CDC應該有權力向社會發出預警。強調加強CDC建設，提升CDC地位，正是為了爭取疫情防控時間窗。

He believes that early scientific prevention and control measures are extremely important. These tasks should be done by the CDC, judged and predicted. The CDC should have the power to issue early warnings to the society in case of a necessary emergency. The emphasis on strengthening the construction of the CDC and improving the status of the CDC is precisely to strive for the time window for epidemic prevention and control.
